The Governor and Mayor control the purse and determine how it is to
be spent. Other states are rocking and rolling with grants and work.

You're posting garbage, Cliff. Surely you know that.
I found it interesting, this past week, to hear Mayor Nagin attempting to defend his city's
helplessness by comparing it to New York after the destruction of the World Trade Center. "It's
been five years, he said, "and they still haven't rebuilt at ground zero."
And I thought a bit about the differences between the two cities... About fire fighters and
police officers in NYC heading TOWARD the burning towers, risking (and losing) their own lives while
trying to help people trapped by the disaster. About doctors and nurses leaving their homes, and
their families, and their regular jobs - unsummoned in many cases - to report to hospitals and
emergency centers near the World Trade Center, and to be ready to treat the injured they expected to
emerge from the smoke and the flames. I thought of Mayor Gulliani, standing in front of a
microphone, explaining in detail, and with clarity and authority, that the Holland Tunnel and the
major bridges into the city had been closed, that streets were blocked below 14th in Manhattan, that
everyone in a specified area should evacuate in specific directions to allow rescue work to proceed
quickly and efficiently, that calls had already been made to specific people and agencies at the
state and local levels, and that secific responses had or had not been received. And more.
I thought about construction workers just showing up, with trucks and tools and hard-hats, ready
to work side by side with police and fire-fighters. About the mayor and his aids literally walking
through the dust and debris on the streets, to see what was actually going on. About Gulliani
taking the dust mask off of his own face long enough to tell someone else that they needed a dust
mask for themselves.
And then I thought about New Orleans.
I was in New York City a year ago. And ground zero is NOT just a big hole in the ground.
There's a hole, to be sure. And it's a big one. But at the bottom of the hole is a working section
of the NYC subway system, which has been rebuilt in order to keep the subway routes complete and the
transit system working. There are sewer pipes and pumps and electrical equipment, and all the rest
of what it takes to control water, and sewage, and anything else you'd expect to find in a big hole
in the ground. The hole is surrounded by well-built fences, and by observation areas, and by
streets that carry traffic that helps keep the city thriving. And there are plaques, and
story-boards, and other tributes that serve as temporary forms of the markers and memorials that
will eventually mark the place. There are buildings on all sides of ground zero that were damaged,
and that are now repaired and working, or clearly under repair and headed toward the future.
And then there's New Orleans, which, if I'm to believe what I've read and seen on TV, really IS
just a big hole in the ground, for the most part. And it really IS filled with water and sewage and
debris. I mentioned in another thread about people getting the government they deserve. The people
in New Orleans got (and regot, in the most recent election) Ray Nagin. And the rest of their
response to the Katrina disaster seems to me like it's entirely consistent with whatever attitudes
and outlooks on life must have driven their choice of leadership.
New Orleans just like New York City? Not even in your dreams, Mr. Nagin. You're clearly not
capable of dreams that good or constructive.
And if, as you suggest, Cliff, the city's non-reconstruction is being hijacked by crooks and
manipulators, then that'd be entirely consistent too, with everyting else that's happened. New
Orleans was a sick and dismal place BEFORE the levies broke. All that water just washed away the
lipstick, and exposed the pig that had been wearing it.
