I have a Lady Banks climbing rose that is over 2 yrs. old and has never
bloomed. It is in full sun, watered & fertilized. What do I need to do
to make it bloom? I am in the Austin area.

Carol, it looks like you are about a year away, LBR blooms on second
and third year wood. I hope you have not sheared it rather than prune.
Check this link and give it another year!
