Is the 9" Delta bandsaw at Lowes for $87.00 any good for cuttin out carving
blanks up to 4" thick bass wood??

It should be okay for blanks. Not as powerful and fast as something
bigger, but should do just fine. Pair it up with a good blade
(Timberwolf, Olson, Lennox, Highland Hardware, etc.).
