Grafting is generally a production technique for the wholesale grower to get
sellable plant to market faster.
There are some modern roses that simply don't produce a good root system and
other roses that have a VERY agressive root system that will spread beyond
most growers desire. These are often grafted to prohibit their spread.

I order some Mr Lincoln Hybrid tea roses that are on there own roots. I
hope they do well.
I have been trying to grow roses that have there own roots. But only the
Harrisons Yellow Rose and the Rogusta do well. I think the deer have been
eating the other roses and do not mess with these two because they are
prickly,

The biggest reason is cost. It is cheaper and faster to graft buds onto root
stock then it is to produce rooted clones from branch segments.
There are some roses that have undesirable root systems, either inefficient,
and weak. But these are a minority compared to the cost efficiency reason.
